RegConflict: A Benchmark for Regulatory Conflict Detection

• Project Description: RegConflict is an expert-annotated benchmark for detecting conflicts between financial regulations from different jurisdictions. It pairs a four-class typology of conflict types with about 250 labelled regime pairs and a curated corpus of 247 regulatory documents. It also includes reproducible baselines, from random predictors and zero-shot prompted LLMs to a fine-tuned cross-encoder.
